Vacancies in the governing board; removal from office. — (1) Vacancies occurring in the governing board of a district prior to the expiration of the affected term shall be filled for the unexpired term. (2) The Governor shall have authority to remove from office any officer of said district in the manner and for cause defined by the laws of this state applicable to situations which may arise in said district.
