§ 145. Study and report. The state procurement council established\npursuant to section one hundred sixty-one of the state finance law, in\nconsultation with the council on contracting agencies established\npursuant to executive order 4.125 dated May twenty-second, nineteen\nhundred eighty-nine, shall study and report by September first, two\nthousand nine to the governor, the legislature and the director of the\nbudget with recommendations on implementation of a statewide electronic\nprocurement opportunity notification system, including, but not limited\nto:\n 1. plans and a timetable for further integration of existing agency\nsystems of bidder registration and procurement opportunity notification\nwith the procurement opportunities newsletter established pursuant to\nthis article;\n 2. electronic submission of bids and proposals; auctions and reverse\nauctions; electronic availability of plans and specifications;\n 3. feasibility of using open standards software applications for a\nstatewide electronic procurement opportunity notification system;\n 4. costs and funding models for a statewide electronic procurement\nopportunity notification system;\n 5. additional information to be included to increase the transparency\nand utility of the system, including without limitation, notices by the\ncomptroller of progress payments made to prime contractors, and minority\nand women-owned business enterprises utilization plans and waivers\ngranted pursuant to article fifteen-A of the executive law.\n
