§ 359-b. Statement of legislative findings and declaration. It is\nhereby found and declared that New York state needs, as a matter of\npublic policy, to create competitive financial incentives to attract\nlarge scale semiconductor research and development projects to New York\nstate, and to position New York state to be at the center of cutting\nedge innovations in the semiconductor industry.\n
