§ 6102.  Powers and duties of department and local authorities. (a)  Department.-- The department is charged with the duty of administering the provisions of this title and of all laws the administration of which is now or hereafter vested in the department. (b)  Local authorities.-- Local authorities may exercise the powers granted in this chapter only by duly enacted ordinances of their governing bodies.
