The General Assembly finds that: (1) the State has a vested interest in decreasing the carbon footprint of publicly owned buildings; (2) it is in the public interest of the State to ensure that all Illinois residents can use publicly owned buildings for employment, educational purposes, and social services free from harmful mold and bacteria; and (3) mechanical insulation plays an important part in lowering operating expenses, reducing energy loss, and decreasing emissions.
