the conduct of energy efficiency audits of industrial facilities to identify cost-effective opportunities to increase energy efficiency; and the installation of insulation to achieve cost-effective increases in energy efficiency in industrial facilities. The Secretary shall conduct a program of educational and technical assistance to promote the use of the voluntary guidelines established under subsection (a). Not later than 18 months after October 24, 1992, the Secretary, after consultation with utilities, major industrial energy consumers, and representatives of the insulation industry, shall establish voluntary guidelines for— (Source: (Pub.
