135. The division, in addition to and without limitation of other powers which it may have by law, shall have the following powers:      a.   To investigate and determine the percentage of population of minority groups in the State or in areas thereof from which the work force for the licensee is or may be drawn;      b.   To establish and promulgate such percentages as guidelines in determining the adequacy of affirmative-action programs submitted for approval pursuant to the provisions of section 134 of this act;      c.   To impose such sanctions as may be necessary to accomplish the objectives of section 134;      d.   To refer to the Attorney General or his designee circumstances which may constitute violation of the "Law Against Discrimination," P.L.1945, c.169 (C.10:5-1 et seq.);      e.   To enforce in a court of law the provisions of section 134 or to join in or assist any enforcement proceeding initiated by any aggrieved person; and      f.   To require the designation by a licensee of an equal employment officer to enforce the provisions of section 134 and this section and the regulations promulgated hereunder.      L.1977, c.110, s.135; amended 2011, c.19, s.91.
