Sec. 121.104. DISCRIMINATION IN SERVICE AND CHARGES PROHIBITED. (a) A pipeline gas utility may not: (1) discriminate in favor of or against any person or place in: (A) apportioning the supply of natural gas; or (B) charging for natural gas; or (2) directly or indirectly charge, demand, collect, or receive from anyone a greater or lesser compensation for a service provided than the compensation charged, demanded, or received from another for a similar and contemporaneous service. (b) This section does not limit the right of the railroad commission to prescribe: (1) different rates and rules for the use of natural gas for manufacturing and similar purposes; or (2) rates and rules for service from or to other or different places.
