Definitions. The following words and phrases when used in this chapter shall have the meanings

The following words and phrases when used in this chapter shall have the meanings given to them in this section unless the context clearly indicates otherwise: "Functionally-local highways." Highways and roads designated by the department for transfer to municipal responsibility. "Municipality." A county, city, borough, incorporated town or township.
