Federal lands administered by the Secretary concerned; and a land use plan; or other Federal law. public land as defined by section 103 of the Federal Land Policy Management Act of 1976 (43 U.S.C. 1702); or land of the National Forest System (as defined in section 1609(a) of title 16). for public land, a land use plan established under the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1701 et seq.); and for National Forest System land, a land management plan approved, amended, or revised under section 1604 of title 16. The term “eligible project” means a project carried out on covered land that uses wind, solar, or geothermal energy to generate energy. The term “Secretary” means the Secretary of the Interior.
