§ 4707. Consumer protection. The Secretary of Transportation and the Commissioner of State Police shall create a consumer protection program for the purpose of monitoring the vehicle emission inspection and the vehicle safety inspection programs for inspection station performance and to assure protection against fraud against consumers.
