Cal. Welf. & Inst. Code § 18912

(a) Each county welfare department shall orally inform each applicant of the availability of expedited service and assistance in filling out the application. (b) Each county welfare department shall assist an applicant, upon request of the applicant, in filling out forms and completing the application process for expedited service.
