Cal. Welf. & Inst. Code § 14124.20

(a) The department may enter into a Drug Medi-Cal Treatment Program contract with each county for the provision of alcohol and drug use services within the county service area. (b) A county that has multiple contracts with the department for the provision of multiple alcohol and drug use services may enter into a single contract with the department.
