Authorization of appropriations

For fiscal year 2003, $50,000,000. For fiscal year 2004, $25,000,000. For fiscal year 2005, $25,000,000. Any amounts appropriated pursuant to the authority of subsection (a) shall remain available without fiscal year limitation until expended.
