As used in this Act: (a) (Blank)

(b) "Council" means the Illinois Vehicle Hijacking and Motor Vehicle Theft Prevention and Insurance Verification Council. (b-2) "Director" means the Director of the Secretary of State Department of Police. (b-5) "Police" means the Secretary of State Department of Police. (b-7) "Secretary" means the Secretary of State.
