(a)  Applicability.-- The regulation of personal delivery devices and authorized entities shall be governed exclusively by this subchapter or an ordinance or resolution adopted by a municipality under section 8517 (relating to local regulation). (b)  Exemption.-- A personal delivery device shall not be considered a vehicle or a motor vehicle under section 102 (relating to definitions).
