(a) Each document authorized or required by law to be filed for public inspection with the Office of the Federal Register and published in the Federal Register shall be sent to the Director of the Federal Register. (b) Except for cases involving special handling or treatment, there is no need for a letter of transmittal for a document submitted for filing and Federal Register publication.
