1.4.1.76 STANDARDS OF RESPONSIBILITY: A. Standards for bidders: Factors to be considered in determining whether the standard of responsibility has been met include whether a bidder has: (1) submitted a responsive bid; (2) adequate financial resources, production or service facilities, personnel, service reputation and experience to make satisfactory delivery of the services, construction, or items of tangible personal property described in the IFB; (3) a satisfactory record of performance; (4) a satisfactory record of integrity; (5) qualified legally to contract with the state; and (6) supplied all necessary information and data in connection with any inquiry concerning responsibility. B. Standards for offerors: Factors to be considered in determining whether the standard of responsibility has been met include whether an offeror has: (1) submitted a responsive proposal; (2) adequate financial resources, production or service facilities, personnel, service reputation and experience to make satisfactory delivery of the services or items of tangible personal property described in the proposal; (3) a satisfactory record of performance; (4) a satisfactory record of integrity; (5) qualified legally to contract with the state; and (6) supplied all necessary information and data in connection with any inquiry concerning responsibility.
