Same; options available when DCS cannot provide services.

When the scope of work requested is beyond the capability of DCS staff, or when the date by which a solution or product is required cannot be met, the director will so inform the requesting agency. The director may recommend (a) That the agency defer development, or (b) That the agency consider using contractual services to meet their needs.
