Subject: COURTESY REMINDER. Implementation of New Tariff Rates Affecting Cargo Wharfage and Pipeline Toll Rates, Effective July 1, 2025, Pursuant to Hawaii Administrative Rules, § 19-44
Pursuant to Hawaii Administrative Rules (HAR), § 19-44-73, the rate increase that will take effect on July 1, 2025, is the higher of 3 percent or the increase in the Consumer Price Index for the 12-month period ended January 2025 for the Honolulu area, which was 4.1 percent, as determined by the United States Department of Commerce Bureau of Labor Statistics.
On July 1, 2025, the tariff for Wharfage and Pipeline Toll Rates (Rates) will reflect an increase of 4.1 percent applied to the current Rates that shall remain in effect until June 30, 2026. There are no increases in tariff rates for vessel dockage and port entry fees. Existing rates are available online at http://hidot.hawaii.gov/harbors/library/admin-rules/ under the Wharfage Tariff Rates Effective July 1, 2024 – June 30, 2025. For your convenience, the new tariff Rates are enclosed with this letter.
The increased rates will be applied as follows:
• Any vessel entering and docking at any of our commercial harbors at or after 12:00 a.m., July 1, 2025, will be charged the fees applicable to the voyage at the July 1, 2025, rates. A representative listing of such fees, but not an all-inclusive listing of these fees, includes fees for wharfage, pipeline tolls, bunkering activity, and fees for the use of pipelines to transport or to load potable water.
• Any vessel entering and docking at any of our commercial harbors no later than 11:59 p.m. on June 30, 2025, will be charged Wharfage and/or Pipeline Toll Rates applicable to the voyage at the rates in effect prior to July 1, 2025. Any charges related to any use of harbor facilities, or any services provided on or after July 1, 2025, such as bunkering charges or charges for the use of pipelines to transport or to load potable water, will be assessed at the rates that become effective July 1, 2025.

Revised self-report forms, reflecting the new rates effective July 1, 2025, must be utilized, fully completed, and submitted in duplicate to report the cargo-related activities and associated user fees occurring on or after July 1, 2025. These revised self-report forms are available on the Hawaii Department of Transportation (HDOT), Harbors, website at http://hidot.hawaii.gov/harbors/doing-business/.
The following is a listing of the revised self-report forms reflecting the new rates that will take effect July 1, 2025:
• Overseas Wharfage Report; • Overseas Transshipment Wharfage Report (65a); • Inter-Intra-Island Wharfage Report; • Inter-Intra-Island Transshipment Wharfage Report 65 (b) and 65 (c); • Inter-Intra-Island Transshipment Wharfage Report 65 (d); • Pipeline Toll Report (Private); • Pipeline Toll Report (State); and • Fuel Delivery Report.
Please ensure the correct self-report form(s) is used to report cargo-related activities and user fees that occur on or after July 1, 2025, by completing and submitting those forms that specify in their titles “Rates Effective July 1, 2025 to June 30, 2026.”
All submitted pipeline toll reports and fuel delivery reports must include the agent’s name. If the report is completed by someone other than the agent, please include the filer’s name and specify the agent’s name next to it in parentheses.
The HDOT will accept, as valid, the quantities that are reported rounded to two decimal places for the units of measure “ton” (example: 38.25 tons) and “one thousand board feet.” The HDOT will accept as valid, quantities that are reported rounded to four decimal places for the unit of measure “barrel.”
All other quantities reported for the unit of measure of “each” which is generally used for, but not limited to, the reporting of quantities for automobiles, shipping devices, empties and pallet load, and the unit of measure “head,” which is used to report livestock, must be reflected on these wharfage reports as whole numbers with no decimals; decimals are not considered as valid reporting of the quantities for these units of measure (“each” and “head”) for these types of cargo, as such, the reporting of decimals are not allowed. Reports reflecting data with decimals for units of measure “each” or “head” may be invalid reports that have not been properly filed and may be rejected by the HDOT; such rejection may render those reports to be delinquent reports subject to delinquent report fees/charges as provided for in HAR, § 19-44-6.l.

All empty container activity must be reported on the wharfage self-report forms. It is important to provide this information to the HDOT, so that it can maintain accurate statistical information for container activity, including that of empty containers, at Hawaii’s commercial harbors.
All permittees who conduct fuel delivery for vessel use on the HDOT property pursuant to HAR, § 19-44-69, previously under a revocable permit, must obtain a Special Permit Delivery Decal (D-Decal) from the harbor which fueling is performed. D-Decal permittees and companies that conduct barge/vessel to vessel fuel delivery for vessel use shall use the Fuel Delivery Report form for reporting and payment, available from the HDOT, Harbors website at http://hidot.hawaii.gov/harbors/doing-business/.
