Subpart 1. Offering evidence. Any person may offer testimony or other evidence relevant to the case. Any nonparty offering testimony or other evidence may be questioned by parties to the proceeding. Subp. 2. Questioning witnesses. Generally, nonparties shall not be allowed to question witnesses, provided, however, that the administrative law judge may allow such questioning as is necessary for the development of a full and complete record.
