Persons responsible for existing bulk commercial fertilizer storage sites must submit plans and specifications for all bulk commercial fertilizer storage facilities to the secretary for review by February 1, 1990. Persons responsible for new bulk commercial fertilizer storage facilities must submit plans and specifications at least 60 days before construction begins.
