No. 18) 1.0 Whereas, driver education cars are not officially owned by the State of Delaware, but rather are on temporary loan to the school districts for a period of time, the Division of Motor Vehicles will not issue "State Owned" license plates to such vehicles. 2.0 Even though the certificate of title is issued with the name of the school district as the owner, a regular registration plate will be assigned to the vehicle, with an exempt validation sticker. 3.0 This regulation only applies to driver education vehicles.
