5–56. Procedures and Transaction of Business. The Board, when in session, shall be governed in its deliberations in the transaction of its business by the rules and regulations herein provided, and by the provisions of Marketing Order No. 2 and the Agricultural Commodities Marketing Act of 1968. Any matter of procedure not covered by these rules and regulations shall be governed by ‘‘Robert’s Rules of Order.’’ No person, not a member of the Board, shall be entitled to participate in the deliberations and proceedings of the Board or speak upon any subject before the Board except with the consent of the presiding officer.
