12:02:04:01. Persons subject to admission charge. All persons, except fair officials, fair employees, and children under six years of age shall pay an admission charge before entering the fairgrounds during the annual state fair. For promotional or operational or business purposes, the secretary may reduce or eliminate the admission fee for a person or groups of persons.
