A. The panel shall select a chief administrative law judge, from its members, who will preside over the hearings and coordinate the docket of the panel. B. The determination of the majority of the panel in a particular case shall be the determination of the Ethics Adjudicatory Board. C. After a hearing, the presiding administrative law judge shall assign authorship responsibility to a panel member.
