5–111. Officers and Their Duties. 1. The officers of the Board shall consist of a Chairman, a Vice-Chairman, a Secretary-Treasurer, each of whom shall be a member of the Board. A. The officers of the Board shall be elected annually at its first meeting after September 1. Provided, however, that the officers elected at the Board’s initial meeting shall serve until the Board’s first meeting after September 1, 1971. 2. The duties of the Chairman shall be: (a) to preside at all meetings of the Board. (b) call special meetings of the Board when deemed necessary. (c) have general supervision of the affairs of the Board, and perform all acts and duties usually incident to and required of an executive and presiding officer. (d) be an ex-officio member of all committees.

(e) submit to the Secretary of the Agriculture Commission the operational budget approved by the Board. 3. The duties of the Vice-Chairman shall be to act in the place of the Chairman in the absence, disqualification, disability, or at the direction of the Chairman. 4. The duties of the Secretary-Treasurer and Assistant Secretary-Treasurer-Manager shall be: To perform all administrative functions in accordance with policies established by the Board and to record and maintain records of all of the proceedings of all meetings of the Board. 5. Statements and bills for fund disbursement must be approved by the Chairman of the Board and the Secretary-Treasurer or Manager prior to being submitted for payment.
