Keying to agency numbering systems

The keying of section numbers to make them correspond to particular numbering systems in use by the agency will be permitted only when, in the opinion of the Joint Committee, the keying will be of benefit both to the agency and to the public. In cases prior approval for the use of keying systems shall be obtained from the Joint Committee.
