Issuance of permits.

The secretary of administration shall issue permits for parking on the statehouse grounds in accordance with this article of the rules and regulations of the department of administration. No fee or other charge shall be made for issuance of any permit to park on the statehouse grounds, and no contract for such parking shall be made.
