Rule 4. (1) The secretary of state, upon written request of any person, may issue an interpretive statement relative to the act. After declining to issue a declaratory ruling, the secretary of state may issue an interpretive statement relative to any issue raised in a defective declaratory ruling request or any related issue. (2) An interpretive statement issued pursuant to this rule is for information and explanatory purposes only and does not carry the force or effect of law.
