INTERPRETATION AND VIOLATION

(a) The North Carolina State Fair Manager shall have authority to enforce these rules and regulations and settle and determine all matters, questions and differences in regard thereto, or otherwise arising out of, connected with or incident to the fair and the management, control and protection of the State Fair grounds, provided, however, any aggrieved party may appeal to the Office of Administrative Hearings. (b) Any person who violates any of the following rules will forfeit all privileges and premiums and be subject to such penalty as these regulations may provide.
