Guidelines and Clarification of Requirements for Issuance of Career and Technical Education (Occupational Educator) Licenses

Special Notes 1.
All coursework required for any educator license or endorsement in this manual must: a) be presented on an official academic transcript from an accredited educational institution and b) have a grade of “C” or higher.
2.
If workshops or education modules are taken to fulfill any requirement for any license or endorsement in this manual, the applicant must provide proof of completion.
3.
Continuing Education Units or Courses completed for renewal of a license will meet the requirements for renewal of all Career & Technical Licenses or Endorsements held by an individual.
4.
If the applicant meets all requirements listed, they will be issued a five-year license. If the applicant meets the educational and occupational experience requirements, but does not meet all other requirements, the applicant may be issued one (1) three-year license for a given license code; all requirements stated for the license must be satisfied prior to the ending date of that three – year license.
5.
Applicants who have successfully completed Student Teaching/Teaching Internship are not required to complete Vocational Instructor Preparation (VIP)
Definitions: Non – Education Degree – A Bachelor’s degree that does not include Student Teaching Student Teaching or Teaching Internship – A college course or courses in which the student participates in a directed teaching experience with a mentor teacher Technical Certificate – A certification of successful completion of a course of study that normally does not include “Academic” course work and is completed in less than four semesters Related Field - An applicant holds an earned two-year or four-year degree, as appropriate for the license being pursued, in any field and has completed eighteen (18) hours of acceptable coursework with an earned grade of “C” or higher in the subject area the license is requested This is a guide for use in the Office of Educator Licensure and the Office of Career and Technical Education at the Mississippi Department of Education. This guide is distributed via the Mississippi Department of Education website through the Office of Educator Licensure.

Minimum Requirements for this Endorsement: 1.
Education - A bachelor’s degree in Agriculture Education to include student teaching. Passing score on Principles of Learning and Teaching and PRAXIS Core. PRAXIS II in subject area not available.
2.
Technology Literacy and Related Assessment of that Competency Applicant must validate technology competency by attaining the established minimum score or higher on an assessment approved by the Mississippi Department of Education (MDE). The assessment must be directly related to technology competency required by the grade level and subject matter being taught. Approved assessments for this license are IC3 or other approved MDE substitute.
Note: If the applicant meets all requirements listed above, that applicant will be issued a 302 endorsement— a five-year license. If the applicant meets the educational and occupational experience requirements, but does not meet all other requirements, the applicant may be issued one (1) three-year endorsement (license), and all requirements stated above must be satisfied prior to the ending date of that license.

Custodial Services
This CTE program area and associated teacher license title and code number are LIMITED to currently existing programs. Future use of this license is exclusively limited to teachers of currently existing programs; further, any applicant for this license must be approved by the MDE Office of Career and Technical Education. Minimum Requirements for this Endorsement: 1.
Education Hold a two-year college degree (associate degree) or higher from an accredited institution of higher education.
2.
Technology Literacy and Related Assessment of that Competency Applicant must validate technology competency by attaining the established minimum score or higher on an assessment approved by the Mississippi Department of Education (MDE). The assessment must be directly related to technology competency required by the grade level and subject matter being taught. Approved assessments for this license are IC3 or other approved MDE substitute.
3.
Occupational Experience and Related Assessment of that Experience - Applicants with an associate degree must have at least two years of verifiable occupational experience in the past ten years. Experience must be appropriate to the subject to be taught. - Applicants with a bachelor or higher degree must have at least one year of verifiable occupational experience in the past ten years. Experience must be appropriate to the subject to be taught.
This endorsement requires the following assessment(s) of occupational expertise: - Careful review of occupational experience with documentation of the applicability of that experience to the subject area being taught is required. No further assessment required. 4.
Teacher Education Preparation and Related Assessment(s) of that Education - Applicant must enroll immediately in Vocational Instructor Preparation (VIP) program. (Exception: Those teachers that have a currently valid five-year license or have completed an alternate route program do not have to enroll in VIP.) Applicant must complete the individualized professional development plan (PDP) requirements of the VIP program prior to the expiration date of the three-year Career & Technical license. Applicant must successfully complete a Certification for online learning workshop, module, or course that is approved by the Mississippi Department of Education.
Note: If the applicant meets all requirements listed above, that applicant will be issued a 349 endorsement— a five-year license. If the applicant meets the educational and occupational experience requirements, but does not meet all other requirements, the applicant may be issued one (1) three-year endorsement (license), and all requirements stated above must be satisfied prior to the ending date of that license.

Small Gas Engines
This CTE program area and associated teacher license title and code number are LIMITED to currently existing programs. Future use of this license is exclusively limited to teachers of currently existing programs; further, any applicant for this license must be approved by the MDE Office of Career and Technical Education. Minimum Requirements for this Endorsement: 1.
Education - Hold a two-year college degree (associate degree) or higher from an accredited institution of higher education.
2.
Technology Literacy and Related Assessment of that Competency - Applicant must validate technology competency by attaining the established minimum score or higher on an assessment approved by the Mississippi Department of Education (MDE). The assessment must be directly related to technology competency required by the grade level and subject matter being taught. Approved assessments for this license are IC3 or other approved MDE substitute. 3.
Occupational Experience and Related Assessment of that Experience - Applicants with an associate degree must have at least two years of verifiable occupational experience in the past ten years. Experience must be appropriate to the subject to be taught. - Applicants with a bachelor or higher degree must have at least one year of verifiable occupational experience in the past ten years. Experience must be appropriate to the subject to be taught.
This endorsement requires the following assessment(s) of occupational expertise: - Equipment and Engine Training Council Certification: Certified in 4-stroke, 2-stroke, and electrical OR - Other teacher occupational competency assessment approved by MDE Office of Career and Technical Education. 4.
Teacher Education Preparation and Related Assessment(s) of that Education - Applicant must enroll immediately in Vocational Instructor Preparation (VIP) program. (Exception: Those teachers that have a currently valid five-year license or have completed an alternate route program do not have to enroll in VIP.) - Applicant must complete the individualized professional development plan (PDP) requirements of the VIP program prior to the expiration date of the three-year Career & Technical license. - Applicant must successfully complete a Certification for online learning workshop, module, or course that is approved by the Mississippi Department of Education.
Note: If the applicant meets all requirements listed above, that applicant will be issued a 373 endorsement— a five-year license. Career Pathway: Law and Public Safety
Minimum Requirements for this Endorsement: a.
Education - Applicant must have earned a two-year college degree (associate degree) or higher from an accredited institution of higher education. The degree must be in Criminal Justice, Emergency Medicine (EMC), Political Science, Social Science, or a two – year college degree or higher with documented completion of law enforcement training, emergency medicine training, fire academy training, or military training, or eighteen (18) hours of acceptable coursework with an earned grade of “C” or higher in the subject area to be taught.

Technology Literacy and Related Assessment of that Competency - Applicant must validate technology competency by attaining the established minimum score or higher on an assessment approved by the Mississippi Department of Education (MDE). The assessment must be directly related to technology competency required by the grade level and subject matter being taught. Approved assessments for this license are IC3 or other approved MDE substitute. c.
Occupational Experience and Related Assessment of that Experience - Applicants with an associate degree must have at least three years of verifiable occupational experience in the past ten years. Experience must be appropriate to the subject to be taught. - Applicants with a bachelor or higher degree must have at least one year of verifiable occupational experience in the past ten years. Experience must be appropriate to the subject to be taught. An educator with a standard five – year license may use experience outside of the ten – year timeframe. Career Pathway: Energy Technology
Minimum Requirements for this Endorsement: 1.
Education - Applicant must have earned a two-year college degree (associate degree) or higher from an accredited institution of higher education. The degree must be in an appropriate, related field approved by the MDE program coordinator.
2.
Technology Literacy and Related Assessment of that Competency - Applicant must validate technology competency by attaining the established minimum score or higher on an assessment approved by the Mississippi Department of Education (MDE). The assessment must be directly related to technology competency required by the grade level and subject matter being taught. Approved assessments for this license are IC3 or other approved MDE substitute.
3.
Occupational Experience and Related Assessment of that Experience - Applicants with an associate degree must have at least two years of verifiable occupational experience in the past ten years. Experience must be appropriate to the subject to be taught. - Applicants with a bachelor or higher degree must have at least one year of verifiable occupational experience in the past ten years. Experience must be appropriate to the subject to be taught. An educator with a standard five – year license may use experience outside of the ten – year timeframe. -
4.
Applicant must possess and maintain Energy Industry Fundamentals Certificate (comprehensive assessment) through the Center for Energy and Workforce Development or other teacher occupational competency assessment approved by MDE office of Career and Technical Education.
Teacher Education Preparation and Related Assessment(s) of that Education - Applicant must enroll immediately in Vocational Instructor Preparation (VIP) program. (Exception: Those teachers that have a currently valid five-year license or have completed an alternate route program do not have to enroll in VIP.) - Applicant must complete the individualized professional development plan (PDP) requirements of the VIP program prior to the expiration date of the three-year Career & Technical license. - Applicant must successfully complete the Contren Instructor Certification. - Applicant must successfully complete a Certification for online learning workshop, module, or course that is approved by the Mississippi Department of Education. - Applicant must successfully complete the Energy Technology Certification workshop, module, or course that is approved by the Mississippi Department of Education.
Note: If the applicant meets all requirements listed above, that applicant will be issued a 913 endorsement— a five-year license. If the applicant meets the educational and occupational experience requirements, but does not meet all other requirements, the applicant may be issued one (1) three-year endorsement (license), and all requirements stated above must be satisfied prior to the ending date of that license.

Career Pathway: Forestry
Minimum Requirements for this Endorsement: 1.
Education - Applicant must have earned a four-year college degree (bachelor’s degree) or higher from an accredited institution of higher education. Degree must be in Forestry or closely related field as approved by MDE Supervisor of Program Area.
2.
Technology Literacy and Related Assessment Applicant must validate technology competency by attaining the established minimum score or higher on an assessment approved by the Mississippi Department of Education (MDE). The assessment must be directly related to technology competency required by the grade level and subject matter being taught. Approved assessments for this license are IC3 or other approved MDE substitute.
3.
Occupational Experience and Related Assessment of that Experience Verification of at least one year of occupational experience in the past ten years. This experience must be appropriate to the subject area to be taught. An educator with a standard five – year license may use experience outside of the ten – year timeframe. -
4.
All successful applicants must hold bachelor or higher degree in the subject area to be taught (see #1 above). This degree in subject area exempts applicant from any additional occupational competency testing.
Teacher Education Preparation and Related Assessment(s) of that Education - Applicant must enroll immediately in Vocational Instructor Preparation (VIP) program. (Exception: Those teachers that have a currently valid five-year license or have completed an alternate route program do not have to enroll in VIP.) Applicant must complete the individualized professional development plan (PDP) requirements of the VIP or program prior to the expiration date of the three-year Career & Technical license. Applicant must successfully complete a Certification for online learning workshop, module, or course that is approved by the Mississippi Department of Education. Applicant must successfully complete the Forestry Certification workshop, module, or course that is approved by the Mississippi Department of Education.
Note: If the applicant meets all requirements listed above, that applicant will be issued a 914 endorsement—a five-year license. If the applicant meets the educational and occupational experience requirements, but does not meet all other requirements, the applicant may be issued one (1) three-year endorsement (license), and all requirements stated above must be satisfied prior to the ending date of that license.

Future use of this license is exclusively limited to teachers of currently existing programs; further, any applicant for this license must be approved by the MDE Office of Career and Technical Education. Minimum Requirements for this Endorsement: 1.
Education - Applicant must have earned a two-year college degree (associate degree) or higher from an accredited institution of higher education.
2.
Technology Literacy and Related Assessment of that Competency - Applicant must validate technology competency by attaining the established minimum score or higher on an assessment approved by the Mississippi Department of Education (MDE). The assessment must be directly related to technology competency required by the grade level and subject matter being taught. Approved assessment for this license is IC3.
3.
Occupational Experience and Related Assessment of that Experience - Applicants with an associate degree must have at least two years of verifiable occupational experience in the past ten years. Experience must be appropriate to the subject to be taught. - Applicants with a bachelor or higher degree must have at least one year of verifiable occupational experience in the past ten years. Experience must be appropriate to the subject to be taught. An educator with a standard five – year license may use experience outside of the ten – year timeframe. -

This endorsement requires the following assessment(s) of occupational expertise: National Center for Construction Education and Research (NCCER), National Craft Assessment and Certification Program: Earn required score on Heavy Machinery Support Mechanic assessment. OR Other teacher occupational competency assessment approved by MDE Office of Career and Technical Education.
Teacher Education Preparation and Related Assessment(s) of that Education - Applicant must enroll immediately in Vocational Instructor Preparation (VIP) program. (Exception: Those teachers that have a currently valid five-year license or have completed an alternate route program do not have to enroll in VIP.) - Applicant must complete the individualized professional development plan (PDP) requirements of the VIP program prior to the expiration date of the three-year Career & Technical license. - Applicant must successfully complete a Certification for online learning workshop, module, or course that is approved by the Mississippi Department of Education. - Applicant must successfully complete the Heavy Equipment Operation Certification workshop, module, or course that is approved by the Mississippi Department of Education.
Note: If the applicant meets all requirements listed above, that applicant will be issued a 919 endorsement— a five-year license. If the applicant meets the educational and occupational experience requirements, but does not meet all other requirements, the applicant may be issued one (1) three-year endorsement (license), and all requirements stated above must be satisfied prior to the ending date of that license.

Career Pathway: Food Products (Meats)
Minimum Requirements for this Endorsement: 1.
Education - Applicant must have earned a two-year college degree or higher from an accredited institution of higher education. The degree must be in a field related to the subject being taught and must be approved by the MDE Supervisor of Program Area.
2.
Technology Literacy and Related Assessment of that Competency - Applicant must validate technology competency by attaining the established minimum score or higher on an assessment approved by the Mississippi Department of Education (MDE). The assessment must be directly related to technology competency required by the grade level and subject matter being taught. Approved assessments for this license are IC3 or other approved MDE substitute.
3.
Occupational Experience and Related Assessment of that Experience - Applicants with an associate degree must have at least three years of verifiable occupational experience in the past ten years. Experience must be appropriate to the subject to be taught. - Applicants with a bachelor or higher degree must have at least one year of verifiable occupational experience in the past ten years. Driver Education THIS IS NOT A CAREER AND TECHNICAL EDUCATION (CTE) LICENSE
No endorsements can be added to this license type. If the holder of this license type desires to be licensed in an academic or CTE related subject area, the individual shall meet the Mississippi State Board of Education approved licensure requirements for obtaining initial licensure in the subject area of interest. All Mississippi educator license holders are held accountable to the Mississippi Code of Ethics, Standards of Conduct. Minimum Requirements for this Endorsement: 1.
Education & Other Requirements - Hold a two-year college degree or higher from an accredited institution of higher education - Hold a valid Driver License at the time of issuance of the Mississippi educator’s license and shall remain valid while assigned to teach the Driver Education course
2.
Technology Literacy and Related Assessment of that Competency - Applicant must validate technology competency by attaining the established minimum score or higher on an assessment approved by the Mississippi Department of Education (MDE). Occupational Experience, Expertise, and/or Related Assessment of that Experience - Applicants with an associate degree must have at least two years of verifiable occupational experience in the past ten years. Experience must be appropriate to the subject to be taught. - Applicants that possess a bachelor’s degree or higher must have at least one year of verifiable occupational experiencein the past ten years. Experience must be appropriate to the subject to be taught. (Exception: Those teachers that currently hold a valid five-year license are not required to meet the occupational experience criterion.) OR - Certified Law Enforcement Certificate issued by the Mississippi Board of Law Enforcement Standards and Training OR - Professional Mississippi Fire Fighter Certificate issued by the Mississippi Board of Standards and Training/Mississippi Fire Academy with 1001 certification Teacher Education Preparation and Related Assessment(s) of that Education - Applicant must immediately enroll in Vocational Instructor Preparation (VIP) program (Exception: Those teachers that currently hold a valid five-year license do not have to enroll in VIP.) - Applicant must complete the individualized professional development plan (PDP) requirements of the VIP program prior to the expiration date of the three-year provisional license. - Applicant must successfully complete a Certification for online learning workshop, module, or course that is approved by the Mississippi Department of Education. - Applicant must successfully complete the Driver’s Education Instructor Certification workshop module, or course that is approved by the Mississippi Department of Education. This course should include online modules and face to face training.

Note: If the applicant meets all requirements listed above, that applicant will be issued a 114 endorsement—a five-year license. If the applicant meets the educational and other requirements as well as the occupational experience requirements, but does not meet all other requirements, the applicant may be issued one (1) three-year provisional (nonrenewable) license, and all requirements stated above must be satisfied prior to the expiration date of that license.

Secondary Career and Technical Education at Postsecondary Institutions Teachers at postsecondary institutions (community/junior colleges) who are teaching secondary programs of study with secondary students enrolled must hold a valid secondary educator license appropriate to the subject being taught. These teachers are subject to the same regulations/requirements as secondary teachers of the same subjects. Postsecondary licenses issued by Mississippi Department of Education will continue to be honored until the expiration date of the license. At that time, the applicant will apply for the appropriate secondary license and must meet requirements in effect for that secondary license.

On January 5, 2007 the Commission on Teacher and Administrator Education, Certification and Licensure and Development approved the recommendation from the Office of Educator Licensure and the Office of Vocational Education for the Postsecondary Interim Vocational License. Rationale: The Postsecondary Interim Vocational Certification is issued for the sole purpose of meeting the immediate needs of the Postsecondary Vocational Institutions of Higher Education that provide instructional services to students at the secondary level and Non-traditional Adult Vocational Education entities. Non-traditional Adult Vocational Education entities are those educational settings that are under the authority of the Mississippi Department of Corrections and the Mississippi Job Corps Centers providing vocational education instructional services to local school districts. The Postsecondary Interim Vocational Certification is valid for three-years from the date of issuance and may only be used while employed by the requesting Postsecondary Vocational Institution of Higher Education that provide instructional services to students at the secondary level or Non-traditional Adult Vocational Education entity. The Postsecondary Vocational Institution of Higher Education/Non- traditional Adult Vocational Education entity requesting the Postsecondary Interim Vocational Certification is required to send an official written notice to the Office of Educator Licensure when an educator holding the aforementioned permit is no longer employed by the requesting organization. The Three- Year Postsecondary Interim Vocational Certification is only valid while employed by the requesting organization. The Postsecondary Interim Vocational Certification must be requested by the college president/dean of education/designee by submitting the following documents to the Office of Educator Licensure: 1.
