Generally.

(A) The jurisdiction of the state personnel board of review is derived from Chapter 124. of the Revised Code. (B) Unless exempted from the classified service by statute, all positions in the service of the state, the counties and the general health districts are in the classified service. The board has jurisdiction to determine whether any position, not specifically exempted, falls within the general exemptions set forth in division (A) of section 124.11 of the Revised Code. (C) A party bearing the burden of proof in an action before the board must prove its case by a preponderance of the evidence.
