General requirements.

Each proposed rule required by section 553 of title 5, United States Code, or any other statute, and any similar document voluntarily issued by an agency shall include a statement of— (a) The time, place, and nature of public rulemaking proceedings; and (b) Reference to the authority under which the regulatory action is proposed.
