Historical Note: Chapter 17-1 is partially based on Parts I and II of Rule 6, [Eff 3/26/64; R 6/4/84], and Part A of Part I of Rule 7 [Eff 3/30/64; R 6/4/84], of the department of social services and housing.

§17-1-2 Definitions. As used in this chapter: "Agency" means any office, board, or commission of the state government which is assigned to the department for administrative purposes only. "Department I) means the department of human services. nDirectorm means the director or deputy directors of the department. nDivisionM means a major organization segment of the department. nProgram" means a combination of resources and activities designed to achieve an objective or objectives of the department's vocational rehabilitation and services for the blind division, family and adult-services division, med-QUEST division, and self sufficiency and support services division.,

§17-1-3 Annlicabilitv. (a) Chapters 17-1 to 17- 89 shall govern only the programs and procedures of the department's vocational rehabilitation and services for the blind division, family and adult services division, med-QUEST division, and self sufficiency and support services division. (b) Chapters 17-1 to 17-89 shall not apply to the state commission on the status of women, the office of youth services, and the Hawaii housing authority. These agencies shall adopt such rules governing their programs, practices and procedures as may be necessary. §17-1-5 Director's authority. The director may delegate authority or functions to any subordinate officer or employee of the department. Where authority is delegated by the director, the director retains authority to make exceptions to and approve or to overrule any decision or action taken by the delegate.
