A complaint that any person, employee organization or municipal employer has engaged in or is engaging in any prohibited practice under the act may be filed by an employee, a group of employees, an employee organization or a municipal employer, any of whom may hereafter be referred to as the person filing the complaint. (Effective May 7, 1980)
