Rule 15. (1) If a person fails to comply with any provisions of a permit or fails to obtain an appropriate permit, the department may halt his activity for which a permit is required until adequate corrections have been made. Costs incurred by the department in correcting failure to comply with the terms and conditions of a permit, failure to obtain a permit, or defective workmanship or materials shall be borne by the applicant or person undertaking the activity. (2) The applicant or his representative shall perform all work and pay all costs in connection with permitted activities.
