(a) The filing with the Office of the Treasurer of any application, petition, complaint, or any other filing of any nature whatsoever shall not relieve any person of the obligation to comply with any statute, regulation or order of the Treasurer. (b) Unless the Treasurer provides otherwise in writing, accepting the filing of any non-conforming petition, application, exhibit, annex, or document of any kind whatsoever, shall not be construed as a waiver of compliance with sections 3-11-6 to 3-11-25, inclusive, of these rules.
