Records subject to the Privacy Act that are requested by any person other than the individual to whom they pertain will not be made available except under the following circumstances: (a) Records may be circulated to appropriate officials incident to placing Fellows in work assignments for the Fellowship year. (b) An accounting of the date, nature, and purpose of each disclosure of a record as well as the name and address of the person and agency to whom the disclosure was made will be indicated on the record. This accounting is available to the individual to whom the records pertain on written request to the Commission.
