Virginia Administrative Code
The following words and terms when used in this chapter shall have the following meanings unless the context clearly indicates otherwise: "Chair" means the Chair of the Commission on Local Government. "Commission" means the Commission on Local Government. "County" means a county in the Commonwealth of Virginia. "Local government" means a county, city, or town in the Commonwealth of Virginia. "Locality" means a county, city, or town in the Commonwealth of Virginia. "Municipality" means a city or town in the Commonwealth of Virginia. "Party" means local governments, voters, or property owners initiating a proposed annexation, voters of any community requesting that their community be incorporated as a town, voters petitioning for the transition of a city to town status, or a committee appointed by the circuit court to act for and in lieu of a local government to perfect a consolidation agreement.
