R2-20-302. Definitions The following terms apply in all Citizens Clean Elections Act matters: 1. “Commission” means the Citizens Clean Elections Commission of Arizona. Commis- 2. “Commissioner” means a voting member of the sion, appointed pursuant to A.R.S. § 16-955. 3. “Conflict of interest” means a situation in which a Commissioner’s or an employee’s private interest is or appear s to be inconsistent with the efficient and impartial conduct of his or her official duties and responsibilities. 4. “Employee” means an employee or staff member of th e Commission. 5. “Former employee” means one who was, and is no longer, an employee of the Commission. 6. “Official responsibility” means the direct administrativ e or operating authority, whether intermediate or final, t o approve, disapprove, or otherwise direct Commissio n action. Official responsibility may be exercised alone or with others and either personally or through subordinates. 7. “Outside employment” or “outside activity” means an y work, service or other activity performed by a Commissioner or employee other than in the performance of th e Commissioner’s or employee’s official employment duties. It includes such activities as writing and editing, publishing, teaching, lecturing, consulting, self-employwith- ment, and other services or work performed, with or out compensation. 8. “Person” means an individual, corporation, company, com- association, firm, partnership, society, joint stock pany, political committee, or other group, organization, or institution.
