12:03:05:03. Conservation districts as grant recipients. Funds provided through the coordinated soil and water conservation program established by SDCL 38-7-27 may be used only for grants to conservation districts. Grants may be made to one district or to more than one district. If a grant is made to more than one district, one must be designated as the sponsor responsible for disbursing funds and submitting progress reports. Other entities may join districts as project sponsors, but are ineligible for allocation of grant funds by the commission.
