12:03:05:26. Conflict of interest. If a grant request is submitted from a commission member's conservation district, that commissioner may participate as a witness in the discussions concerning the request, but may not participate in the commission's final vote of approval or disapproval. Commission members with a direct financial interest relating to a grant application before the commission shall inform the commission of the financial interest before review of the application and may not participate in the discussion or vote on the grant application.
