Title 9- Education- Mississippi Community College Board Part 4- Commission on Proprietary School and College Registration Part 4 Chapter 1: CPSCR Rules and Regulations Rule 1.1 CPSCR Rules and Regulations. Under the authority of Mississippi Code 75-60, which passed during the 1992 legislative session, the administration for Proprietary Schools and College Registration was transferred to the State Board for Community and Junior Colleges from the State Department of Education. The State Board’s responsibilities include the appointment of a five-member commission pursuant to the aforementioned Mississippi Code; acquiring staff for the administration; and serving as the appellant organization for decisions rendered by the commission. Part 4 Chapter 2: Appeal Procedures (Proprietary Administration) Rule 2.1 Appeal Procedures for Proprietary Administration. Any organization or individual who disagrees with a decision rendered by the Commission on Proprietary School and College Registration after a hearing pursuant to Section 75-60-4(3) may file a signed written request for an appeal to the State Board for Community and Junior Colleges. The following provides important information regarding the Appeal Process. A. Written Request: 1. The written request must be filed within thirty (30) calendar days following the issuance of the Commission's decision. 2. The written request must include, at a minimum, the following: a. A statement indicating that the complainant disagrees with the Commission's decision b. The specifics of the decision c. The facts on which the statement is based d. The date of the Commission's Hearing and Hearing Number B. Appeal Procedure: 1. Upon receipt of a written request for an appeal, the case will be assigned an Appeal Case Number. 2. Within thirty (30) calendar days after receipt of the written request the Executive Director and Chairman of the State Board for Community and Junior Colleges will set a date, time 1

and location and serve notice of such to all parties. Such appeal must be conducted within sixty (60) calendar days after receipt of the written request. 3. Each party shall be afforded the opportunity to (1) present argument on the issues involved in the appeal; and (2) to present new factual evidence to be considered. 4. The State Board for Community and Junior Colleges shall issue a written ruling, including findings of fact and reasons for the ruling within fourteen (14) calendar days following the decision. 5. Any organization or individual who disagrees with the decision rendered by the State Board for Community and Junior Colleges may appeal the decision. This appeal must be filed in the Chancery Court of the First Judicial District of Hinds County, Mississippi. Sources: Miss. Code Ann. §75-60-19.
