12:62:07:02. Characteristics of locally declared pest. The commission may designate as a locally declared pest a pest possessing the following characteristics: (1) The pest is capable of spreading rapidly by natural means in a previously uninfested area; (2) The pest is not controllable without special preventive chemical, mechanical, biological, and cultural practices; (3) The pest is capable of materially reducing the production of crops and livestock.
