The penalties for deficiencies of boron below the investigational allowance shall be as follows: (1) up to and including .03 percent boron, three dollars ($3.00) per ton; (2) exceeding .03 percent and including .06 percent boron, five dollars ($5.00) per ton; (3) exceeding .06 percent boron, ten dollars ($10.00) per ton.
