The following application and approval steps shall apply to all moderate rental housing program projects to be developed by housing authorities: (a) Invitation to submit a preliminary proposal; (b) Submission of a preliminary proposal; (c) Approval of a preliminary proposal by the commissioner; (d) Submission of a formal application; (e) A public hearing conducted by the housing authority pursuant to section 8-74 (1), of the Connecticut General Statutes; (f) Approval of formal application, including preliminary architectural plans and drawings; (g) Submission by housing authority of basic and final architectural plans and drawings and approval of same by the commissioner; (h) State bond commission approval of allocation of funds. (i) Issuance of a loan commitment letter to the housing authority; (j) Authorization from the commissioner to put the proposed project out to bid; and (k) Approval by the commissioner of the applicant's proposed methods of financing, the proposed rents, the income limits for admission and continued occupancy, and a detailed estimate of the expenses and revenues pursuant to Section 8-74 (3) of the Connecticut General Statutes.
