12:68:09:13. Appeals. A rendering plant or collecting station operator may appeal from a refusal of the board to issue the operator a license or from a revocation of a license. The operator must file a request for appeal with the board within 30 days after receipt of the notice of refusal to issue a license or of a revocation. Within 30 days after receipt of a request for appeal, the board shall set a date for a hearing before a majority of the board or before a hearing officer appointed for that purpose. Such an appeal does not have the effect of staying a revocation. The board shall notify the appealing party in writing of the date set for the hearing.
