(a) The time period specified in K.S.A. 82a-714 (c), and amendments thereto, shall begin when the time authorized to perfect the water right, including any authorized extensions of time, expires. (b) If the chief engineer fails to issue a certificate of appropriation within the time limit specified by K.S.A. 82a-714 (c) and amendments thereto, the water right owner may file a request for review with the secretary of agriculture pursuant to K.S.A. 82a-1901 , and amendments thereto, within 15 days of the expiration of the time period specified in K.S.A. 82a-714 (c) and amendments thereto.
