(A) Reasons for abolishment. An appointing authority may abolish positions in the classified civil service for any of the following reasons: as a result of a reorganization for the efficient operation of the appointing authority; for reasons of economy; or for lack of work. (B) Determination and filing a statement of rationale and supporting information. The determination to abolish positions will be made by the appointing authority. The appointing authorities of state agencies whose employees are paid by warrant of the director of budget and management will file with the director of administrative services a statement of rationale and supporting information for the determination to abolish positions. The statement of rationale and supporting information will contain information as is available prior to the time the layoff notices are mailed or delivered to the employees to be laid off as a result of the abolishments.
